Bexley, Ohio. Residential tax abatements for restorations using authentic materials

.
One of the charms of Bexley is the residential architecture of the community. Design, materials and construction work together with superior landscaping to present pleasant vistas in the twenty seven neighborhoods of Bexley.

Small pleasant cottages grace many Bexley streets and neighborhoods.

Other Bexley neighborhoods have houses that look large and comfortable, timeless with quiet, unobtrusive architectural fittings of bygone eras.

Then there are austere Bexley mansions that amaze our eyes with architectural elegance, craftsmanship and fine materials.

An important component of these pleasing domestic buildings is the materials used in the original construction. Slate roofs, copper gutters and down spouts, quarried stones, bronze fittings, wrought iron fittings and hinges. All of these are subtle attributes that compliment the architectural features and landscaping of the homes of Bexley.

Sometime on a walk, focus only on the materials used to construct Bexley residences. You will soon recognize the houses with authentic materials. These are not loud pronouncements. They are quiet nuanced fittings that whisper “quality, skill, excellence."

Many of the materials used in contemporary additions and restorations are not authentic. Brass-plated steel replaces solid brass hinges; asphalt shingles replace slate and so on.

In small increments, perhaps only infinitesimal increments, the charm of Bexley residential architecture is being eroded.

A brass-plated steel hinge is substituted for a solid brass hinge. It’s not a major change. But the substitute is a small erosion of excellence. One hinge this year, one next year and then a plastic mail box replaces the wrought iron mail box.

Does anyone care that authentic materials are disappearing?

Of course practical household finance determines some of this erosion. Authentic materials are expensive, and sometimes not available. Sometimes, repairs are practical problems that surprise a budget. More often repairs are not ocassions for aesthetic reflections and so we choose the practical solutions.

As a community, should we encourage decisions that favor authenticity? How can we encourage the use of original materials in new construction, restorations and repairs?

Should the municipality take some action to encourage a market in Bexley for authentic materials?

In Bexley, real estate tax abatements have been granted for commercial, mixed retail and multi-family residential structures. Some of the tax abatements have been granted to buildings that imitate period architecture.

These same buildings use modern materials that give the impression of authentic period materials. But a moment’s glance tells the sad story of deception that these fake materials express.

The public tax abatements did not purchase something authentic for this community.

There are advantages to the modern building materials. Obviously.

But the advantages, whatever they might be, have nothing to do with aesthetics.

And living in Bexley is all about the aesthetics of daily life. Beauty in all that is quotidian.

Is it time to to subsidize things that bring beauty to our community life each day?

When families improve their houses and pick up the expense of authentic materials, should the community offer those families real estate tax abatements for their choice to preserve the beauty and the authenticity of their repairs and restorations?

Joanna Tornes Update No. 8 Redoubt volcano.

The past week of activity at the Redoubt volcano was not dramatic. The aviation color code is ORANGE and the alert level WATCH.

A lava dome continues to grow in size within the summit crater. Based on photography and thermal images obtained Friday April 17, the current dome is estimated to be about 500 m (1640 ft) by 700 m (2297 ft) and at least 50 m (160 ft) thick.

Dome growth during the past week was accompanied by intermittent emissions of volcanic gases and minor amounts of ash.

The Alaska Volcano Observatory continues to monitor the situation on a 24/7 schedule.

The last lava explosion during the current eruption occurred on the morning of April 4 (05:55 AKDT).

Since then, seismicity has remained elevated.

Dome growth and occasional rock falls continue.

The vapor and gas cloud rising above the volcano has remained mostly below 15,000 feet above sea level.

Satellite images show thermal anomalies at the summit as well as the low -level plumes and sulfur dioxide clouds drifting away from the volcano.

Pilots have noted occasional sulfur smell down wind.

On Thursday, April 16, AVO field crews repaired a summit seismic station that was destroyed in the March 23 explosion.

They AVO field crew installed a new camera at the AVO hut that has remote zooming capabilities.

AVO geologists sampled material from the last explosive event.

They also investigated the site of a smaller ash and water vapor plume seen intermittently during the last two weeks. This secondary site is down slope from the Rdoubt summit.

Based on the observations of these geologists, it appears that the secondary plume resulted from hot pyroclastic debris falling into a crevasse in glacial ice.

A gas measurement flight was conducted by the AVO on Thursday April 16.

The AVO expects the current Redoubt eruption to continue for weeks and months.

The AVO also predicts that a cycle of relatively quiet periods of lava dome growth will be followed by explosive episodes of dome destruction.

Future explosions pose an ongoing threat of lahars in the Drift River Valley, trace to minor ash fall throughout south-central Alaska, and ash-related impacts to aviation.

This report is based on AVO materials.

John Matuszak interviews Ginny Salamy about Bexley's new community garden

Wednesday April 8, 2009 Eastside News Round up guest was Ginny Salamy, Bexley resident. She was interviewed by John Matuszak about Bexley's new community garden.

Salamy is a member of the Bexley Tree and Public Gardens Commission and she discussed the Bexley community garden project. She said that discussions about establishing a community garden began last year and the garden will be available for planting this growing season.

This will be the first time the city has maintained a community garden where families and individuals can grow vegetables and flowers, she said.

She observed that the community garden that is being developed and offered to the public is more than just flowers. Bexley already has extensive green areas and floral plantings. She said that the community garden will add herbs, vegetables and fruits to the full array of growing things in Bexley public spaces.

The community garden is located off Ferndale and Mayfield Place, north of Livingston.

Garden plots are available in two sizes and prices. 8' X 10' lots are $15.00 for the growing season. Larger plots of 18' X 20' are priced at $30.00.

Salamy said that some Bexley residents who are supporters of the establishment of the community garden will be traveling during planting and growing seasons. These residents have expressed a willingness to pay the ground rent for garden plots and make them available to needy individuals who want to participate in the project.

The City of Bexley will provide the first plowing of the ground and also pay for the water used by gardeners. It is anticipated that the city will also erect a storage structure for its equipment. Some of the storage space might be available to gardeners.

The community garden committee of the tree commission usually meets on Thursday at 7:00 p.m. They are currently giving attention to the layout of the garden, rules for the gardeners and selection of amenities such as flagstone pathways, benches and signage.

The committee meeting for this week will be held on Wednesday at 7:00 p.m. so as not to conflict with Passover and Easter events.

Salamy is a native of Brooklyn, New York and came to central Ohio 22 years ago. She is an RN and received a Master's In Landscape Architecture. She developed an appreciation for nature and health during her student years.

Because of the Bexley community garden project she has worked extensively with Bill Dawson of the Franklin Park Conservatory. They have also accepted advice and assistance from the American Community Gardening Association.

Salamy said that the operations of any community garden can be expected to stimulate social interaction between gardeners and also non-gardeners attracted to the outdoor space and the activities of the gardeners. A community garden can also stimulate community development by providing practical use of lands that are otherwise neglected. Other results from a community garden include improving the daily lives (and diets) of the gardeners and adding to the knowledge base of visitors to the garden. Finally, and importantly, a community garden adds to the beauty of a neighborhood.

Beside the individual plantings and cultivation, some formal community activities are planned around the Bexley project. There will be public lectures on organic gardening and health. Other lecture topics will cover herbs, both medicinal and culinary, and cooking with fresh vegetables and herbs. Salamy said that if she can find someone who is knowledgeable about canning fresh vegetables, they will be invited to offer instruction on this art to gardeners.

Salamy said that not everyone in Bexley is wealthy and the community garden will provide a resource for those who are struggling financially.

A garden can provide fresh foods at low-costs and have a positive saving for tight family budgets. Excess harvest can also be sold or given to neighbors. Excess can also be donated to community food banks and community kitchens.

Salamy said that community gardens increase the attention that neighborhoods give to what is happening outdoors. This can have a positive impact on reducing petty crimes and vandalism. Neighbors watch growing plants and report activities that interfere with the gardens to local law enforcement.

Students at Capital University and one local Boy Scout have volunteered on this project. The Boy Scout has volunteered to make some benches for the garden once he locates donated materials and hardware. The college students have volunteered to help on the erection of fences and building of benches. They are currently soliciting donations of materials. Art students from Capital University have also expressed interest in designing signs for the garden. The City is making some supplies and equipment available from the former city nursery.

Chuck Gehring: Lifecare Alliance April update

Chuck Gehring, CEO of Lifecare Alliance made his regular visit to the WCRX-LP radio studio. He began his report on programs and services at Lifecare Alliance by commenting on the change of seasons. The pleasures of Spring are enjoyed by Lifecare Alliance clients, volunteers and staff.

DONATE OLD CELL PHONES

He Gehring informed listeners that there is a need for unused and obsolete cell phones that people no longer use. All cell phones are programmed so that 911 calls can still be made on a cell phone even if a specific customer account has been closed. The old cell phones can be used for personal safety of clients and are a suitable no-cost alternative to emergency phone services costing twenty or thirty dollars a month. Lifecare Alliance accepts donations of old cell phones, cleans them and gives them to clients who have a potential need for emergency contact with 911.

SERVICES FOR CANCER AND AIDS PATIENTS

Gehring then discussed services that are offered to cancer patients and individuals with AIDS. A full array of services are available through Lifecare Alliance. The Columbus Cancer Clinic and the Project Open Hand are chiefly identified with Lifecare Alliance cancer and AIDS services.

A profile of some of the clients receiving services through Lifecare Alliance programs is people who have lost their jobs and benefits, who cannot pay for food and medicine, who no longer have the ability to maintain their residences and support their dependents. Sometimes they are facing a year of chemo and other therapy. The treatment is usually debilitating. Travel to medical services is difficult.

Lifecare Alliance can offer meal delivery, pantry assistance, transportation and personal appearances services. A simple objective for the array of services offered by Lifecare Alliance is stabilizing home life and keeping these individuals and their dependents out of homeless shelters

Mammogram and other testing is available from Lifecare Alliance mobile clinics.

Gehring discussed how people commonly delay contact with his agency. For whatever reasons, they delay asking for services. A common pattern that he sees is when the first contact is a “panic contact.” A senior citizen falls; the out of town adult child visits to help during recuperation and first realizes the difficulties the parent has been facing in daily life.

CONTINUED ADVERSE IMPACT OF ECONOMIC CONDITIONS, FEDERAL STIMULUS LEGISLATION

Gehring also discussed the continuing problems of job lay-offs, limited employment opportunities, tight public budgets, and reduced charitable donations.

The federal stimulus legislation is important in addressing these problems. He said that Lifecare Alliance has submitted seven proposals for program funding under the stimulus legislation. He also cautioned that there is a lot of competition for the limited funding. He said that there are already twenty-two thousand funding requests from central Ohio.

Gehring said that implementing the stimulus legislation has not begun. It is not clear who will be making decisions on which proposals are acceptable.

Listeners who are interested in particular issues should pay attention to developments. They should write letters of support to their senators and representatives and, once the administrative decision-makers are identified letters of support should be addressed to them too.

Detailed information is available at the websites of the members of the Ohio Congressional delegation. For Bexley residents he listed the websites for Representatives Tiberi and Mary Jo Kilroy and Senators George Voinovich and Sherrod Brown.
As an additional way to get a lot of detailed information on the stimulus legislation, Gehring reminded listeners to simply google the two words “federal stimulus.”

BASEBALL TICKETS AND SENIOR PROMS

Gehring said that he has learned that some high school seniors are inviting senior citizens to proms. Dancing is a simple pleasure that many seniors enjoy. Even without dancing, participating in a formal party is a pleasure that can be enjoyed.

He also reminded listeners that Spring is the start of baseball season. Seniors always welcome visits to the baseball parks. And this year, the Clippers have the new Huntington stadium. If someone has unused baseball tickets, think of a neighbor, a senior citizen who might enjoy a night out at the ball park. Joanna Tornes Update No. 6 on Redoubt volcano eruption.

Redoubt volcano erupted Saturday morning just before 6:00 a.m. ADT. Anchorage Daily News reported this as the biggest eruption to date.

Ash emissions reached 50,000 feet high.

Flood waters surged in the Drift River and flooded the oil terminal. The Coast Guard reported that the flood waters will interfere with measures planned to protect the flow of oil through the terminal.

The Weather Service issued an ashfall alert for the western Kenai Peninsula and residents reported that significant amounts of ash fell in Homer, Nikiski, Clam Gulch, Seldovia and elsewhere in that area of the Peninsula.

Anchorage Daily News quoted one resident of Homer that she had almost a quarter inch of ash on the hood of her truck.

Technical problems prevent Thursday and Friday broadcasts.

Technical problems continue.

WCRX-LP, 102.1 FM broadcasts were cancelled for Thursday and Friday.

The third-party contractor estimated that broadcast would resume at noon on Friday.

Obviously, broadcasts did not resume at noon on Friday.

Regular features that had to be cancelled included Kevin Kale of Manning and Napier, Mel Greenball and his news readings from The New Standard and Ohio Jewish Chronicle, Kelly Lavelle with her report on Lenten Friday Fish Fries at Catholic parishes, Kris Galloway and her schedule of events at the Columbus Jewish Community Center.

The station staff and management regret this inconvenience to its on-air stars and listeners.

Joanna Tornes Update No. 5 on Redoubt volcano

Anchorage Daily News reports that oil storage tanks at Cook Inlet have only limited space left for additional oil.
Some of the tanks are located at on the banks of Drift River downstream from the still active Redoubt volcano.
Officials have given a tentative OK for a ship to take on 6.3 million gallons from the Drift River oil terminal.

The last major Redoubt explosion was Tuesday. The volcano continues to emit a steady stream of ash and dust into the atmosphere. The ash and dust create the haze that is visible over the Cook Inlet region.

Joanna Tornes Update No. 3 on Redoubt volcano eruption

Wednesday. New photos of Redoubt volcano. One hundred forty five photos of Redoubt volcano eruption and ash fall are available at ADN.COM, the Anchorage Daily News website.

As of Tuesday the Alaska Volcano Observatory (AVO) reported continuous emissions of steam, volcanic gases, and minor amounts of ash continue at Redoubt.

These emissions have been generally been at low altitudes (less than 15,000 feet above sea level), but occasionally rise as high as 25,000 feet above sea level. Satellite images from taken Tuesday morning show a broad layer of volcanic haze extending east of the volcano over the Kenai Peninsula, the Anchorage Bowl, and the Matanuska-Susitna Valley. Satellite images from last night show a thermal anomaly at the vent and are possibly due to the extrusion of a lava dome in the summit crater. Seismicity consists of volcanic tremor and occasional discrete earthquakes.

Alaska Volcano Observatory (AVO) and Anchorage Daily News (ADN) report that the alert level remains "red" as a warning. Low-level ash and steam continued at Mount Redoubt on Tuesday.

As Redoubt volcano simmered and sputtered on low Tuesday, the Drift River oil terminal downriver continued to pose challenging questions for its owner and government officials over the millions of gallons of crude oil stored there, and when operations could resume.

Tuesday, Alaska Airline cancelled night flights to and from Anchorage.

Increased concern about oil operations, particularly at the Drift River terminal facility. Storage capacity is limited. No discussion of the impact on oil prices of the disruption of oil supply that results from the Redoubt eruptions.

Anchorage Daily News quotes several scientists who describe Tuesday as a calm day for Mount Redoubt. The same scientists are quoted that they expect further volcanic activity.

The newspaper also reported that there is a haze in the sky from the volcanic ash. Government officials are quoted that the haze is not dangerous.
