Our friends at "Casino Filled Columbus" remind us that science proves that the more casinos a city has, the less crime a city suffers.

The bright lads at Casino Filled Columbus have taken science a step further. Statistics show that when a military base comes to town, it brings an increase in crime.

Casinos reduce crime:

A Wichita Eagle series (published July 15-19, 2007) on gaming found that, “Despite all the talk of increased crime and social costs, most of the communities [studied for the articles] reported no rise in murders, rape, and other major crimes.”

The communities studied by the Wichita Eagle included: St. Louis, St. Charles and East St. Louis, Mo.; Alton, Ill.; Altoona, Iowa; the Quad Cities of Davenport and Bettendorf in Iowa, and Moline and Rock Island in Ill.

The FBI’s Uniform Crime Reporting Program statistics also show that since casino gaming was introduced in Baton Rouge, La. at the end of 1994, crime rates there have decreased every year except one. In fact, from 1995 to 2007,the crime rate in Baton Rouge fell by 47 percent.

Based on a detailed analysis of Detroit crime statistics by Metzger and Booza the crime rate in downtown Detroit is significantly lower than the average crime rate for the U.S., State of Michigan and Michigan metropolitan areas.

Further, compared to similar downtown areas, Detroit ranked at or below the mid-point in five out of seven serious crime categories and did not lead any of the categories.

If major event visitors are included in its daily population, downtown Detroit’s crime rate drops to a miniscule 12 crimes per 100,000 in population.” (Metzger, Kurt and Booza, Jason. An Associated Press article on gaming and crime in the Midwest reports that ““law enforcement officials” in Indiana and Illinois said casinos had not triggered violent crime as gamblers flock to slots and gaming tables.” (“Police in casino towns see few problems from gambling facilities,” by Bruce Schreiner, July 13, 2007)

Military bases increase crime:

One statistical study concerns itself with how crime clusters in military communities. Military bases contribute a special population to communities. These populations are typically younger, of lower socioeconomic status, and of higher population mobility than other non-military base communities.

It has been found that crime didn’t budge when a US military base moved to town -- at least at first! Crime began to rise after the first year, slowly at first and then more quickly, until it had far surpassed what it would have been if the base had never opened.

By the fifth year of a military base operation, robberies were up 136 percent; aggravated assaults, 91 percent; auto theft, 78 percent; burglary, 50 percent; larceny, 38 percent; and rape, 21 percent. Controlling for other factors, 8.6 percent of property crimes and 12.6 percent of violent crimes were attributed to military bases. (excerpt from an American Society of Criminology article)

Ohio's New Fourth Estate.

Casinos now have co-equality with the executive, legislative and judicial branches of Ohio government. All of them, creatures of our Ohio constitution. Creatures dragging slime as they slither through the weeds.

As Ohio's new Fourth Estate, professional gamblers have replaced newspapers and broadcast media.

Soon, and my bet is within months, casino interests will join state government in trolling for greenbacks from Ohioans’ wallets.

Ohio has a new fourth branch of government.

A new casino won’t be built in a few months time but the gamblers can outfit a couple mobile homes with roulette tables and slot machines in short order.

I think the gamblers haven’t rolled the mobile home casinos onto their vacant land because they are having trouble attaching the neon lights. Lights always slow down gamblers as they search for the shadows.

The press was the fourth estate for many years. Journalists informed us about crime, corruption, social needs and sports.

But the newspapers are dying across the land. The Inquirer in Philadelphia, the Philadelpha Daily News, The Tribune Company and its Chicago Tribune and The Los Angeles Times, the Chicago Sun-Times are the major papers that are in bankruptcy this year. Can Ohio newspapers be far from the front steps of the bankruptcy courts?

No longer will the country have a vigilant press. Slot machines, cards, dice and roulette tables will be our Fourth Estate, not informing us, but making new paupers and new criminals. Tragedies that we will witness on the streets unmediated by the press.

Bexley, Ohio. Bexley Centennial Stakes.

The Bexley Centennial is being celebrated in calendar year 2008.

The WCRX-LP Editorial Collective offered the following proposal to the Bexley Chamber of Commerce as three projects that are appropriate to commemorate the Bexley Centennial.

The proposal was rejected politely by the president of the Chamber as being too aggressive.

The following are the three concepts selected by the Editorial Collective as appropriate commemorative projects.

o Establish a commemorative horse race and prize (say $100,000) for the winning stable. The race will be run at one of the local Bexley parks or nearby City of Columbus parks. There will be parimutuel betting.

o Work with the Ohio Lottery Commission to establish a commemorative lottery game. Most of the proceeds will be paid to the Bexley public school system. The game will be a model for the lottery commission to market to other school systems to use on appropriate centennial celebrations.

o Do the ground work to establish eligibility for an Indian gambling casino along the western banks of Alum Creek. Seek the assistance of state and local historical societies to locate tribal lands along Alum Creek.

The concepts really are appropriate for a municipal centennial commemoration. The lottery is a revenue source for public schools and the Bexley Public Schools are central to life in Bexley. A horse race is appropriate because it reflects the agricultural beginnings of the organized Bexley community. There are several Bexley houses that are farm houses from the time period when the neighborhood was farmland.

There were horse races in a park in Eastmoor in the early part of the twentieth century. And nearby Driving Park has some association with horses.

Finally, the proposal for an Indian casino is evocative of the early inhabitants, the early history and pre-history of this geographic territory. All of these allusions are appropriate for a centennial commemoration.

Looking at some of the specifics:

o Offer $100,000 stakes for a horse race (thoroughbred or harness) to celebrate the centennial of the City of Bexley. The race will be called “The City of Bexley Stakes” or “City of Bexley Centennial Stakes” or some similar name.

o Location of the race will be Jeffrey Mansion park (A City of Bexley park) or Driving Park (a City of Columbus park), Franklin Park Conservatory (a City of Columbus park) or Wolf Park (a City of Columbus park).

o Parimutuel gambling permitted at the park.

o Number of horses limited.

o Entry fee for each horse of $5,000 for the main race.

o One, two or three preliminary races with lower entry fees and lower stakes.

o Race might be run once every three or five years.


General note: There might have been racing at a field in Eastmoor. Same as to Driving Park.

General note: Harness racing used to be a state fair event. The grand stand now used for entertainment shows at the state fair was the location for the harness racing. These races continue but the venue is now at Scioto Downs. The races are identified as state fair events. A representative of the Ohio governor attends the races. The representative is usually an assistant director of the Ohio Department of Agriculture.

General note: What legislators and committee chairmen will want to be the first to know?

Lottery commemorative game, portion of proceeds benefit Bexley schools

o Ticket named “Bexley Spot One Hundred”

o Sold for a full year with instant prizes of $100.

o Annual drawing promises up to $100 million. It is a centennial after all.

o Large portion of proceeds go to Bexley public schools.

o Lottery commission gets to use the product for other school districts on appropriate anniversaries.

Indian casino gambling

o Identify local Native American tribes who inhabited eastern and western banks of Alum Creek.

o Identify real estate developers, Native American tribes and other casino operators interested in casino gambling.
