Our businesses generated $810.6 million in total segment earnings before DD&A and certain items, up 14 percent from $710.6 million in the second quarter of 2009. This increase reflects solid asset performance, contributions from expansions, acquisitions and new joint ventures, and an improvement in overall market conditions compared to a year ago. Highlights in the second quarter included completing an approximately $921 million acquisition of 50 percent of Petrohawk Energy's gathering and treating assets in the Haynesville Shale in Louisiana and forming our joint venture KinderHawk Field Services. We also entered into our first major contract with a producer in the Eagle Ford Shale in Texas with our joint venture partner Copano Energy, as we continue to broaden KMP's access to the key natural gas shale plays across the United States. Looking ahead, we are confident that KMP will meet our previously announced budget to pay cash distributions of $4.40 per unit for the four quarters of 2010, which would be a 4.8 percent increase over the $4.20 per unit we distributed for 2009."

WCRX-LP Editorial collective asks "Video cameras to reduce property theft?"

Camera #1
Does Bexley need more video cameras as a deterrent to petty property theft?

In a recent broadcast interview with Bexley police chief Larry Rinehart, Bexley Public Radio senior correspondent John Matuszak asked about property theft in Bexley. The chief reported that during calendar year 2008, there were more than six hundred property thefts in Bexley. In the Monday morning Dispatch newspaper, the chief is quoted as describing Bexley as "a city in peril" because of this property crime.

A two hundred dollar bicycle stolen from a Bexley garage isn't a peril for the city but the editorial collective understands the chief's point.

Six hundred thefts, mostly petty thefts, is a large number for sure but not significantly different from the property crime frequencies in Dublin, Gahanna, Upper Arlington, Westerville and Worthington.

For sure, the dollar value of stolen Bexley property is greater than these other suburbs because, well, it's a matter of quality and taste.

Sperling’s Best Places publishes crime rates in American cities on a scale of one (low) to ten. Dublin, Gahanna, Upper Arlington, Westerville and Worthington are rated at eight and Bexley alone is rated at nine. Still all of these communities including Bexley are in the same fourth statistical quartile.

Camera #2
If the average theft involves stolen property valued at $500, there is an economic impact of $300,000 each year on Bexley residents. If the average is $2,000, then the impact is $1.2 million. If damage to door frames and windows averages $1,100, there is an additional $660,000 in economic loss to residents in the community.

Those dollar amounts help to set a range for how much money might be spent prudently to respond to the problem of property theft.

Equipment needs might be eighteen network digital recorders (at $900 each), one thousand infra-red digital night video cameras ($700 each), connecting cables for each camera and installation ($350 each) for a total of $1,066,800. Operations, staffing and repairs will add another $180,000 each year. AEP, Verizon and AT&T will want some compensation when the best camera location is on a utility pole.

Bexley police chief Larry Rinehart is promoting the formation of neighborhood block-watch teams in response to the number of property crimes suffered by Bexley residents.

Camera #3
The Bexley Public Radio editorial collective wonders whether neighborhood block-watch volunteers can be assisted by video cameras.

Currently, video cameras are used in some Bexley retail stores, banks and residences. Should video cameras be installed in all commercial locations in Bexley? Should video cameras be required at all residences?

Should the city install cameras in all of the alleys and along all of the streets?

How should installation be prioritized? Does the Bexley police department analyze property theft by location? Does the police department know which neighborhoods have the highest frequency of property theft? Should frequency of theft be used to prioritize installation?

Camera #4
Does the police department know how many businesses and residences use video cameras? Does the police department have a map of Bexley that shows what views are currently recorded. Banks, CVS and carry-out convenience sores obviously use video cameras currently.

Should Bexley adopt saturation coverage by digital video cameras as part of its response to unacceptable levels of property theft?

Do Bexley residents really want video cameras recording vehicular and pedestrian movement in the neighborhoods? What happens to privacy in our neighborhoods? Is this too much a Big Brother proposal?

Camera #5
Who should own the cameras, computers and discs recording digital data? Should the city own them?. Should the property insurers that carry the property risks in Bexley own the equipment? Should a Bexley property owner cooperative be formed to own the equipment? Should ownership be on a block by block basis?

Installing video cameras everywhere in Bexley sounds like a good stimulus public infra-structure program.

Listener thoughts are welcome. Email to wcrxlp@yahoo.com.

Update No. 6: Bexley Public Radio Timeshare Negotiations.

Update No. 6. Bexley Public Radio Timeshare Negotiations.

The last update was provided on August 1, 2010. A summary of the negotiations and developments from that date:

On August 1, 2010, SL had pending its request for the FCC to reconsider the FCC’s May 3, 2010 decision requiring SL to reduce broadcast hours to the hours in its original agreement with BPRF. Additionally, SL requested the FCC for a waiver of a requirement that BPRF consent to changes in the timeshare agreement. Finally, SL asked the FCC to mediate or arbitrate the exact split of broadcast hours with BPRF.

On June 14, SL had offered and BPRF had accepted a noon to midnight split seven days a week for BPRF and a midnight to noon split seven days a week for SL.

SL informally has said that it did not make an offer of a noon to midnight split, seven days for acceptance by BPRF and that there was no such agreement as to splitting the time.

On June 14, BPRF delivered paper work to SL consistent with the offer and acceptance of a noon to midnight split for BPRF and midnight to noon split for SL. BPRF has signed the paperwork. SL has not signed the paperwork.

On July 29, SL filed a Form 314 with the FCC requesting approval of a transfer of its license to TNN. This organization seems to be comprised mostly of the individuals at SL who ran the SL radio operations.

On August 27, 2010, BPRF filed with the FCC a petition to deny SL’s Form 314. The basis for the denial is that TNN is ineligible to be the licensee on FM 102.1 because TNN is not a party to any timeshare agreement for that channel. SL’s request to transfer its license is still pending before the FCC and BPRF’s petition to deny is also still pending.

On September 13, the FCC ruled on SL’s request for reconsideration of the May 3, 2010 rollback decision, waiver of the timeshare consent requirements and for FCC mediation or arbitration of a split of broadcast hours.

The FCC ruled against SL on all three requests. The FCC declined the opportunity to reconsider its May 3 rollback of SL’s hours. The FCC saw no basis for waiving the timeshare requirements to benefit SL. Finally, the FCC declined to decide the split of the unused time on FM 102.1.

Although the FCC used more dignified language in its ruling , its point is clear: even the most dimwitted pair of radio executives should be able to come to some agreement about splitting the twenty-four hour broadcast clock.

Sharon Montgomery Reports: DWT Presentation to Gahanna City Council, September 7, 2010.

Gahanna city council and the city administration spent months discussing how to improve traffic safety in Gahanna, so I'm confident you all read the article in the Sunday Dispatch about the Centers for Disease Control report.

The Centers for Disease Control has again calculated the economic costs of traffic crashes and again found them to be both staggering and reduceable. This agency hopes the alarming costs will motivate state and local governments to take more legislative action, where motivation hasn't come from concern over the devastating impact on citizens' lives.

The CDC claims it wants the costs reduced by reducing the number of traffic crashes but some of its recommendations will not do that. Wearing seat belts in cars or helmets on motorcycles will certainly reduce injuries and deaths when crashes occur. Fewer deaths and less severe injuries are certainly goals we as a society must strive for. But, if we want to reduce the costs even further, we must do more to prevent those crashes from occurring in the first place.

Other CDC recommendations include red light cameras, drunk driving checkpoints, and graduated driver licensing, all of which actually will prevent crashes.

The reason I am here tonight to talk publicly about this new report is the fact that the CDC did not recommend laws to restrict drivers from using mobile communication devices while driving.

The CDC based this omission on a recent study by the Insurance Institute for Highway Safety which supposedly shows that these phoning or texting bans are not reducing the number of crashes. The simple and obvious explanation for this conclusion is that no state or city has prohibited all use of these devices. A growing number of states and cities are prohibiting some of the ways the devices can be used by drivers. Some, like Gahanna, have comprehensive laws about giving full attention to driving. But, let me repeat: no one has yet said drivers cannot use these devices at all because of the high risk of serious consequences.

What has not been studied and is undoubtedly happening is that too many drivers where these partial bans are in effect are simply using the devices in ways not yet prohibited. If they can't text, they'll talk. If they can't talk on a hand-held device, they'll talk on a hands-free device. There is overwhelming scientific and anecdotal evidence that it is the conversation, not the manipulation of the device, that engages the brain in a way and to an extent that full attention to driving is not occurring.

A legitimate question at this point is why are other safety organizations pushing for these laws if they're not reducing crashes. The answer is that the partial laws are a necessary first step in raising awareness and changing the culture of acceptance, so eventually we can enact the laws we need.

Please understand that I am not here tonight to reopen our difference of opinion on how Gahanna should address the distracted driving problem. The city has discussed and decided on a course of action and is making the residents aware of that decision. Over time, citation and crash statistics and court records will show whether the City's decision is having the desired effect.

I am here tonight to be sure that everyone with the authority and responsibility for traffic safety has all the information they need about this new CDC report. Thank you for your time.

Sharon Montgomery.

Laura Franks Dividend Note No. 30 for Bexley Public Radio.

This is my Dividend Note No. 30 for Bexley Public Radio. These are twenty-two companies that have increased dividends during the final two weeks of August.

Three companies on the list have increased their dividends twice during the twelve month period. Two increases in a single year strikes me as unusual. Altria and Bob Evans Farms have recorded two dividend increases in less than a year. Shop Finance International also announced its second dividend increase in the year.

Getty Real Estate is seldom in the news but it is the largest owner of retail gas station property in the United States.

I’ve noted Northrim as an interesting company simply because the banking industry in Alaska doesn’t receive much attention in the news media. Northrim is an Alaska bank.

The companies listed in this report as raising dividends are:

Bob Evans Farms, Inc.

Altria Group, Inc. (NYSE: MO) August 27, 2010, Richmond, VA announced that its board of directors voted to increase the company's regular quarterly dividend by 8.6% to $0.38 per common share versus the previous rate of $0.35 per common share. The ex-dividend date is September 13, 2010.
The increase reflects the company's intention to return a large amount of cash to shareholders in the form of dividends, and is consistent with the company's dividend payout ratio target of approximately 80% of its adjusted diluted earnings per share.
